Why must every PDF page use the same size and orientation?

We price one print job from one finished size and orientation. Mixed page sizes or orientations would require us to decide how to rotate, scale, or crop individual pages, and we will not make those artwork decisions for you. Export one PDF with a consistent page setup. PDF/X-4 is welcome if your software supports it, but we do not require PDF/X.
